Contract Management Specialist 1 or Contract Management Specialist Trainee 1/2

Under the general supervision of the CMS 2, the CMS 1 will coordinate and manage a broad variety of grant programs within the Finger Lakes New York Cluster area. The CMS 1 is responsible for:
o Administrative activities associated with the review, approval, and management of comprehensive grants programs o Act as a liaison with municipalities, not-for-profit organizations, the general public, legislative members and grant recipients on behalf of OPRHP. o Responds to requests for information from the public, grantees, legislators, grant funding program representatives, etc. regarding the grant application, evaluation and contracting processes. o May attend conferences and informational meetings across the State to make formal presentations and answer technical questions and disseminate information o Meet individually with State and local officials, community organizations, and special interest groups to discuss new and existing funding opportunities and procedural issues regarding grants programs; o Review and evaluate grant applications against the various federal and State grants program application requirements and guidelines. o Provide technical assistance in the review and processing of grant documentation o Follow-up on the status of contracts throughout the approval process with both grant recipients and internal agency staff; o Conduct on-site inspections of projects, as warranted. o Review and process payment requests, contract close-out, and monitor post-completion requirements in compliance with established policies, procedures, rules and regulations, and statutes. o Establish and maintain organized electronic and hard copy files related to grant contract transactions; o Ensure compliance with records retention procedures related to grant contracts; o Develop reports for Grants Bureau management staff and Regional Economic Development Councils; o Report potential legal issues and concerns regarding grant solicitations, evaluation, awards, contracts, contract amendments and extensions to CMS 2 for review with counterpart in Albany office of the Grants Bureau

Salary Range:
From $45617 to $76387 Annually
Minimum Qualification
Must be reachable on the Professional Career Opportunities (PCO) eligible list with or Public Administration Traineeship Transition Program (PATT) eligible list. OR Transfer Opportunity:
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
